Retain docking of custom tool bars

In Word I need to create a custom tool bar that docks at the top of the program window and remains there permanently even after I have saved and closed Word. When I open the Word document the next time the custom tool bar will still be docked at the top of the program window. I believe there is such a thing as spare toolbars but I cannot find out how to use them.
