Router too slow initialising

I have an Alcatel router and after turning on, it takes about 20 mins before my client systems are able to surf. Is this caused by the VCI and VPI values which does not sync. with the ATM Virtual Channels?
Current : VPI – 8
VCI – 35

ISP supports : VPI – 0
VCI – 100
