S. American PC in UK.

The modem doesn’t work, probably because I can’t select UK in dial-up-networking. Most countries are in the list, but not UK, Britain, England or GB. Are most countries’ modems not compatible with the telecom networks of other countries? I could install a British modem, but that wouldn’t fix the country selection problem. Help!!
