Saving Icons on the Desktop in NT 4.0

We have multiple users who can not save their icons in their desired locations on their desktop. We use roaming profiles.
I do not have mandatory profiles or anything in place in the system policy editor. Users can log on to another PC and make changes to their desktop profile, log off, log back in and it will save! The issue is more of a local PC issue, I think? Any registry tips?
