SBS2003 WSUS fails to install with R2 components re-installation

I recently set up a new SBS2003 R2 box. I had R2 installed and installed WSUS 3SP1. For some reason that group policys did not make the computers contact the server for updates. I uninstalled WSUS 3, and uninstall the R2 components update. I then re-installed the R2 update, but it does not complete completely saying that WSUS failed to install.
