Script Library

I would like to create a script library, currently I have a lot of Java and VB scripts all over the place.Can anyone tell me a good site to look for tutorials or any instructions as to how to go about creating this library. I would like to use SQL as a back end for this. Any info will be greatly appreciated. Thanks!!
