SCSI Card VS Docking Station

I am trying to install an Adaptec 19160 SCSI adapter into my Compaq Docking Station, but to no avail.
Everytime I have the card inserted into one of the 3 PCI slots, the computer locks up on booting. (From the bootlog, right at the point where it starts running PCI.VXD.)
Adaptec insists the card has to be in a PCI slot, version 2.1 or newer. Compaq claims the slot is version 2.2.
All of my PCI devices are on IRQ11, per “Plug & Play”.
I had installed the Adaptec software prior to installing the card, so it would just need to see the card & go from there.
The BIOS on the card is Adaptec’s 2.57 (Latest version.)
I have tried disabling individual features of PCI steering and then disabled all of PCI steering, but no luck there.
The PCI slots work because I normally am running my NIC in one of them. When I have been trying to get the adapter card to work, I pull out the NIC.
