security bar in OE6

When trying to open an attachment in Outlook Express, I get an error message,’OE removed access to the following unsafe attachment in your email: ABC.htm. It’s from the Chamber of Commerce, so I know its safe, but how do I open it, please? I do have excellent antivirus, firewall and anti-spyware, just in case.
