Send to Mail Recipients not Working

When I click on Send to Mail Recipients, it simply opens an outlook express with the attached pics. However, it doesn’t first give me the option to reduce the picture size, like it used to.

I have looked, and Outlook Express is my default email provider.

This problem started after reloading Windows after a virus.

Any suggestions?
