Sending e-mails in outlook .

I need to send e-mail on behalf of another user. I have given my self author permissios to everything on his outlook and I’m a delegate with full access to everything. I can foward e-mail on behalf but not send new e-mails on behalf of the person. Any Ideas on what I’m missing?
