Sending limits in Exchange 2007

Does anyone know how to get the sending limits in Exchange 2007 to take effect for external mail? I’ve changed the default limit to 40MB on all the connectors and had a look on ADSIedit but it isnt working when sending out to external mail. Ive checked it through the shell UI but they all show the 40MB limit I set.
