Service Database is locked.

I just discoved that I cannot modify any of my NT service properties (ie. change auto to manual or ownership). I get a message that says the Service Database is Locked. There are no errors in the event log. This may have happened when I updated the NIC drivers a couple months ago. The server is an HP Netserver running NT4 SP5 and SQL 7.0.
How can I unlock the service database?
