Service Database is Locked

When I try to access anything under Network Properties including add, remove
and properties. If I try to open TCP/IP Properties I get “Service Database
is Locked” The Network Properties Dialog window quits responding and the
only way to get rid of the window is to restart the server. On shutdown I
get rundll32.exe not responding. What do I need to do to correct this
problem.
