services for differant uses

I have Windows XP pro. I have 2 users on my system. I would like to know how can I turn off a service for one user and not the other ones? For example I want to turn off Telnet for one user and not the other one. What I am really tring to do Is I am setting up one user just for games on my laptop and have the least services running?
