Set User Themes

How can i setup a script that will apply the same windows theme or even background with the theme for certain privilaged user say red background for Restricted with the classic theme, and say blue background for administrators classic theme, and windows luguna theme for guest accounts?

Any ideas on a batch script that i could stick in the different user categories startup folder?
