Setup Utilities

We have developed a database in Access offering 2k and 97 solutions (with XP to follow later this year). We have also written a setup programme in VB but are finding this frustrating as we never seem to be able to get a combination of dll’s that will install and register 9x/NT/2k.

Does anyone know if there is a good setup utility available that would remove this headache for us?
