Shut down closes OS, but power light sta

After selecting Shut Down from the Start menu (Win 98se), the OS shuts down, but the power light remains active. Have to turn off the PC and turn it back on, and when I do, I get notification that the last shutdown was improper, and the machine then subjects me to the HD scan.

Any idea as to why the machine can’t execute a soft-shutdown?
