slow laptop

I use a 2.8GHz Pentium IV, 60Gb, 512mb Toshiba laptop. The problem is it is slow in multitasking, it is slow to open programs and switching is slow. I have try simple basic troubleshooting; defragmentation, scandisk… are they commands that can fix this problem. I even set the “paging”. But it didnt work…comon guys what is wrong with my laptop.?
