Stopping access to System Date and Time

I have two windows 9x (Peer TO Peer Setup)systems that employees clock in and out on. Recently they have set the system time of one system to 10 min slow and one 10 fast and then clock in accordingly to their benefit. Is there a way that I can restrict access to the timedate.cpl so that they can not change the system time.
