SUWIN error when trying to install wind9

I have changed everything from memory to board to chip. When trying to install win98 I keep getting this error SUWIN? The hard drive kept getting oe errors, so I decided to format and reinstall, however I have not been successful. I have been told to replace the power unit, or hard drive. The manual states to have only a graphics card in mothboard when installing windows, however I only have an agp card and vga card. I would like to be able to install windows sometime this year, any help would be greatly appreciated.
