System Restore, Info ,Help won’t launch

System Restore, System Information and Help will not launch. Hour glass goes like it wants to launch then nothing. Also can not access User Accounts from Control Panel. This computer has a bunch of problems. Cd-Rom is working fine via the device manager and acts like it is going to launch a cd for install but then nothing. Can not print anything from the internet such as pages or email….have to copy and paste to word to get it to print.
