Taskbar issues – Windows XP Pro

When minimizing a program, it does not goto the taskbar, it goes to the lower right corner just above the start button. The taskbar is not locked, quick launch toolbar is also gone, but when reselecting it appears to take up the entire taskbar. Any suggestions? Settings are selected as normal.
