TCP/IP Windows NT

In an windows NT 4.0 domain with only tcp/ip
protocol installed all the mechines are in same network . there is no hosts , lmhosts ,wins,dns ,etc . where u can ping all the systems but can’t access some machines . it will only shows some systems inNerwork Neighbourhood .some system can logon to server some cant … why??
