Telnet client works,browser doesn’t

I have 41 users on pc’s that telnet into our server via isdn.All use the same ip address to acces the internet.One pc acceses the server but will not connect to the internet.Ive tried changing gateway,ip and even tried a proxy address to no avail.Any suggestions?
