Temporary Internet File Settings Keep Resetting to 0

How do I keep my Temporary Internet File Setting from resetting to 0. When I had 2000 I had to repair IE 6.0 constantly through the day to reset it back to 40 or 250, however I am now using XP Professional and it still keeps happening.

Any ideas?
