Text to speech/Speech to text Engine.

Help !!! I have a project in hand to develop a text to speech converter for a blind person. I am using mouse events to alert the blind person to what they are doing and spoken cues for files and messages. The interface I have designed looks good. What I need is a text to speech engine or a library for C++ or Delphi. Any suggestions/help.
