The Windows XP Device Manager Error Codes Help file

I downloaded the xp_device_manager.zip file, then extracted it. As informed in readme.txt Then I renamed the XP DevMgr Error Codes.txt to XP DevMgr Error Codes.chm. Then doubleclicked it to open. I get error ” Navigation to the webpage was canceled”
