Tool for oracle data extraction

I currently use a tool know as SQR3 by MITI, which I believe was acquired by BRIO. I need to find a good all-around oracle tool.
Question is What tool would someone recommend to pull oracle data, link tables, create report and provide good data manipulation capabilites? example SQR3 allow me to use one instruction to unstring a deliminted field within oracle.
