Unable to initialize the NLM connection

I have two very similar Netware 4.11 servers on the same NDS tree, both running BE 7.11d. I rebooted the servers. One server is fine, the other does not load BEMGR.NLM. I receive the error “Unable to initialize the NLM connection” Does anyone have any suggestions?
