USB 3.0 ports don’t pick up USB 2.0 devices

Hi everyone, so I am having a strange issue on my Toshiba laptop (Satellite Pro R50-C-197)
When I plug a USB 3.0 device like a flash drive into my usb 3.0 ports, they work fine but when I plug any USB 2.0 device in the same ports, they dont get picked up. They only work in the usb 2.0 ports. Not sure when exactly this started happening but I have done a clean install of windows 10 installed all the driver on from the manufacturer website but its still not working. Anyone know how I can fix this?
