USB Back Up Drive

I have a USB 1T Back-Up Drive.

My questions are:

Can a USB Back-Up Drive be cloned?

Does the Destination drive have to be the same size as source drive, if the files to be cloned are smaller than destination drive?

Which is really important….
When cloned, will it change any information such as Date Created, Date Modified, and really important, Date Accessed.
