USB not working

I have just upgraded a system to XP Pro from 98. Only one problem, the USB will not work. Get the error Code 10. USB is enabled in the BIOS and it does pick it up if you remove it. It doesn’t show any conflicts either. I thought perhaps flash the BIOS (last resort). But I have another system the exact same with the same BIOS and the USB works fine on it.

Any ideas?
