USB Port Non Working

In an update PC Fornt & Rear USB Port both are not together working. If you work with a device from front USB port and between working insert another Pen Drive or any USB Supportable Device in rear or back USB Port it will not show or open? we do use both device at same time. if we want to use rear or back USB port than first remove Front USB port device.how i can solve this problem? Is there is a problem in mother board or BIOS because if we change windows it can’t be removed.
