USB w/Windows8 ISO, EUFI mode, blue windows screen appears then NOTHING?

My Dell Inspiron 15 laptop, built in Windows 8 crashed during recovery, and so I got the BSOD. I finally managed to install a clean Windows 8 ISO file using Rufus to a USB, started computer in EUFI boot mode, chose the USB, hit enter, windows logo appears and nothing else happens. What am I missing? I’ve been working on this for DAYS and this is the farthest I’ve gotten since it crashed. Help!
