User Profiles on windows 2000 pro

Hello
i would like to set up a windows 2000 machine to allow 2 users to log in, and use seperate ini files for application programs. Each user should have use thir own ini when the run the program logged into the machine. For example when this is done logging into a terminal services machine each user has a folder under documents and settings and the ini files are stored in a windows folder under each user. is this posible on a window 200 pro without terminal services
