Using Palm IIIe with Windows XP Std or Pro

Is there any way that I can install and use my Palm IIIe with Windows XP Home or Professional versions. I have the serial-USB converter from Palm that I can connect to the cradle, etc. Can it be set up to run under another system and then to synch with Outlook 2003?
