Video card shows device error "This device cannot start. (Code 10)"

I figured I’d grab the old card from my dead system and stick it in the live one, The card was good a few months ago…
Anyways, I hooked it up so I could tie in the TV in my bedroom as a third monitor, just for watching downloaded TV shows, the old card should have more than enough power for that.

XP finds and installs the drivers, no updated drivers for it, but it just says it won’t start. Any ideas?

Currently monitor 2 (And HDTV in another room) is turned off, so I am running as single monitor right now. Cables to TV and older video card are attached. Maybe the old card needs a VGA cable plugged in before it will activate?
