Video Compression File Sizing

What are recommended file size ranges for downloadable Real, QuickTime and Windows Media movies via Broadband and 56K?

For some material, I’m preparing six files: Real Media, Quicktime and Windows Media optimized for both Broadband and 56K connections, progressive download. I have been compressing for a few weeks now, trying out no less then 4 (!) utilities (Premiere, Quicktime Pro, Camtasia Producer, Cleaner 5.) I am getting mixed results, including non-relative file sizes. For example, for the exact same source material, Real settings for BroadBand often generate a file with a similar size to those generated by Quicktime and Windows Media for 56K. Confusing!

Given that the material is generally:
– 2-5 minutes long
– Voice w/ background music
– Sometimes has light animation
– Often has rather simple video footage, i.e. cuts and dissolves but not a lot of SFX or compositing

What is recommended target file size range for downloading such a movie via Broadband and 56K?Would these be the same across all 3 formats – Real, Quicktime and Window Media? If not, why are they different, and why when given the same specs are Real files 1/3 the size?

Once upon a time I was told for that 28.8, a Web page shouldn’t be more than 50 KB in total size, graphics and all (preferably 15 KB). Isn’t there a similar BASIC GUIDE for sizes of A/V files for downloading via Broadband and 56K? I’ve found lots of authoring info online and in the manuals, but nothing that serves as such a guide. Any info. is greatly appreciated!
