virus/worms/ect.

Hello, all
This may be a little bit of a crazy question but here goes. About the finger pointing discussion on who is responceable for your portection against such things as worms, viruses & trogans ect. Buy the way i’m not pointing the finger @ anyone but. Isn’t there any way or anyone out there that can put a stop to these programs before they ever get on the network or be stoped at the isp leval or even before? Like i said it’s a crazy question but i had to ask.
