VPN (dialup server setup)

I am trying to setup VPN over a cable modem. I am running win98 and I want to setup dialup server so people can get to me over the VPN adapter. But when I go under dialup networking and on the connection menu –>dialup server –> I only see my modemnot the VPN adapter. I was wondering if anybody got to work the way I am trying to.
