Web based 3D product previewer

Hello All,
I am expected to build a web based system that can generate a 3D model of product from a PDF document. At the moment, I am not sure of the development tools I can use to build the system. Please, I need help on how to go about it. I hope to use JAVA and JAVA3D, however I am not sure if I can do that with JAVA.
