what is Fastdetect/NoExecute=OptIn

I have windows Xp Pro SP2 and in the Boot.ini it shows multi(0)disk(0)partition(1)\Windows=”Microsoft Windows XP Profesional”/fastdetect/NoExecute=OptIn

I would like to know what the NoExecute=OptIn is for since it wasn’t there untill after SP2 was put on. And is it a necesary ?

After install of Sp2 the computer goes thru the boot sequence with the monitor in standby yellow light mode. It does not turn on till the sign in screen is ready. It never did this prior to the install. Is there a way to get the computer to boot with the monitor on all the time?
