What is going on Tech Republic?

Trying to download a white paper (free) and the system asks me to log in or sign up for a free tech republic account. I am already logged in?? And what is with the page not found errors trying to just go to the next page?

I enjoy the resources on this site but am continually frustrated with the navigation. Are there certain settings that need to be enabled in order to make Tech Republic work as smoothly as possible?
