Keeping privileged users out of specific areas of data can be quite a hot topic. For data stored INSIDE a database, ROLES can play an important part in keeping people from accessing data they should not be seeing. This can include the DBA themselves!
While signed policies are never a bad idea, it is better to prevent the problem in the first place by denying access unless needed. Now would be a good time to review Susan Harkins? article on Understanding Roles in SQL Server.
