When to use Access 2000?

I have been unable to find any guide lines for when to use Access 2000? I expect that there must be some documentation some place on amount of data stored in data base, number of tables, number of rows, number of concurent users, stand alone vs workgroup vs web enabled. Were can I find this type of information?
