Where the heck is the “Cell Fill” button on Windows7 Excel?

A friend has Windows7 and wanted to fill in cells as part of a schedule bar graph.
I couldn’t find the “Cell Fill Color” function anywhere. In older versions it looks like a bucket with paint pouring out of it. HELP !
