Why did Security Center fail to start?

On my XP machine the Firewall, Essentials, and Security Center won’t load.
It says it failed to start the service. I tried starting it through services.msc, cleaning the registry with ccleaner, and scanning for maleware with Malwarebytes. Still the same problem. Also, I had system restore turned off, so I can’t go back to when it worked. This is where I’m at and it sounds like my only option is to reformat the drive.
