why do all my downloads freeze on x% using IE?

Everytime I download something on Internet Explorer and the download begins, then after say 50% with 20 seconds remaining, the download just makes no more progress, the icon is still moving the data across into the file on the screen, but the time/percentage complete does not decrease anymore.
