why does PDF forms submit to c:\temp

I have a pdf form that is prefilled by an fdf file. When I submit the pdf in Netscape Navigator the correct html page is displayed. But when I submit the pdf using Internet Explorer it opens the html page in my c:\temp directory. How can I stop IE from opening this page in the temp directory, or force it to open it on the server?
