Why does Windows Explorer stops working?

I am using Windows Vista with all of the latest patches along with Windows Security Essentials and Windows explorer continuously stops functioning. Usually happens when I’m attempting to access the remove programs folder in control panel, even does it when I’m using a third party program such as CCleaner.
